What it does
A registry and proxy that gives an agent one base URL and one token to call catalogued external endpoints priced per call, alongside a team's own API accounts, CLIs and skills, with credentials kept on the server.
How it helps ATF
Harness can reference this when connecting external executors, in particular one token for many tools and credentials that stay on the server instead of reaching each agent.
