What it does

A multi-agent orchestration system on OpenClaw modeled on the Chinese three departments and six ministries. Tasks go through triage, planning, a review that can send plans back, dispatch and parallel execution, shown on a live kanban with audit records.

How it helps ATF

A reference for Harness on putting a required review step before execution, so a plan can be sent back. Its stop, cancel and resume controls and audit archive are worth comparing with how work records appear in ATF Works.
